Happy New Year Public Defense Teamsters!
The next Joint Steward Meeting is scheduled for Tuesday, February 11, 2020. We have received requests to change the meeting from Tuesdays to Fridays. Please complete the survey below to determine whether we continue to host meetings Tuesdays or move the meetings to Fridays. Please have the survey completed by Friday Jan. 10, 2020.

As always, the Joint Steward Meeting will be hosted at the Teamsters Building in Minneapolis (3001 University Ave SE. Minneapolis, MN 55414) from 9:00 to 11:00 am. Further details will be provided after the survey results are tabulated.
For 2020, Brian and I will no longer travel the state for townhall meetings. Instead, townhall meetings will be hosted by tele-web conference only. Brian and I will set up district lunch meetings and/or consistent worksite visits every month in 2020. The schedule will be posted next week.
Attorney Arbitration Update:
The arbitration for the attorneys who were denied their longevity step corrections has been assigned an arbitrator and now the Union and the Board of Public Defense are selecting dates. The assigned arbitrator is Gill Vernon, and the attorney for the Union is Kevin Beck of Kelly and Lemmons, P.A., the attorney for the Board is Thom Tracshel of Felhaber and Larson.
Support Staff Meet and Confer Update:
Support staff stewards from the Appellate, Second, Seventh and Tenth Districts have invoked a Meet and Confer session with the State Public Defender and Chief Administrator under Article 11 of their labor agreement. The session is scheduled for Thursday, January 23, 2020 at the ASO Office in Minneapolis. The discussion topic is placement of new employees on the salary schedule above step 1 and how the ASO determines placement. Meet and Confer is not a negotiation, but a formal fact-finding meeting where stewards ask questions of the State Public Defender and Chief Administrator.
Part-time Attorney Subcommittee Update:
There is reason to believe that the Board of Public Defense has unilaterally changed the terms and conditions of employment for part-time attorneys. Brian and I are putting together a subcommittee of part-time attorneys to examine the labor agreement in relation to the new and mounting expectations for part-time attorneys. If the subcommittee determines there has been a unilateral change to the terms and conditions of part-time attorneys’ employment, Teamsters Local 320 will file a class action grievance for the violation to the labor agreement.
There are two discipline grievances filed in the attorney bargaining unit and one contract grievance in the support staff bargaining unit. All grievances have had hearings or have hearings scheduled and are working their way through the process.
Fourth District Chief Investigation Update:
Brian and I have fielded some inquiries regarding the administrative suspension of Mary Moriarty, the Fourth District Chief Public Defender. All we know is what we have read in the paper. Teamsters Local 320 is the exclusive representative of the frontline attorneys and support staff. Chief Majority is management and not represented by the Union or any union. Our mission is not to weigh on the side of management for either the Board’s or Chief Moriarty’s benefit. Our mission is to protect and advance frontline attorneys and support staff. We will protect Teamsters’ free speech from fear of retaliation from management during this matter. Aside from that, we have not been advised or informed of the situation from any steward or member in the Fourth District. We will continue to focus on our mission.
